Seven mana gets you a lot in Commander, and
The surge in demand fits the Blight Curse theme. The deck spreads -1/-1 counters across the battlefield, and Frank Horrigan makes sure that you'll be able to kill even the stronger creatures. Two proliferate triggers can quickly spiral out of control. He's one of the few cards in Jund colors that offers this level of proliferate power, and that scarcity is reflected in how aggressively the price has been moving.
The card isn't without its drawbacks. At seven mana, you do have to make sure there are already counters to proliferate before Frank enters, otherwise he's mainly an expensive beater. Removal spells still answer him cleanly outside of combat (doesn't die to
